The purpose of this exhibit is to study the charity tax stamps of Persia issued and used between 1918 and 1921. The famine started with the drought and poor harvest in 1917, but it spread and was prolonged due to the effects of World War I and the occupation of the northwestern region of Persia. To help the needy and raise relief funds, a compulsory tax in the form of charity stamps were issued in the capital, Tehran, and the major northwestern cities of Rasht, Khoy, and Tabriz, which were hit hardest by the famine. The tax was levied on letters, telegraph, parcel post receipts, and legal documents.
